Decatur Square Condos are on Church Street in Decatur, GA. They are located next to Decatur’s Glenn Lake Park with pool, tennis courts and playground. The park is 17 acres and backs up to Decatur Square Condos. The Tudor style condos were built in 1968 and 1969. It's in a great neighborhood and walking distance to downtown Decatur. 
- Building 1175 has 2 story townhomes that overlook the courtyard and the pool. They are 1064 square feet.
- Building 1177 and 1227 have 4 units each of level living with 3 bedrooms. They are 1215 square feet.
- Buildings 1179, 1181, 1227, 1229 and 1231 are 2 bedroom 1 level units with 936 square feet.
- Building 1225 has 1 bedroom units that are 648 square feet.
As of July 2009, condos at Decatur Square range in price from $109,000 to $159,000. Affordable onsite storage is available for $120 a year. There are 2 onsite pools. There is a laundry room, although most of the units have washer dryer hookups. They all have balconies or patios. Homeowner Association fees run from $175 to $233 depending on the size of the unit. HOA dues include water, sewer, pest control, termite bond, exterior maintenance and the pools. Decatur Square has a strong HOA. The exterior of the buildings have recently been painted and new roofs were installed this year without any assessments to the residents. Schools for Decatur Square include sought after City of Decatur’s Glennwood Elementary, Renfroe Middle and Decatur High School. When a unit is for sale, you won’t see a sign on Church Street. Home Buyer Tax Credit Extended and Expanded FAQ- I've broken down the Frequently Asked Questions regarding the Home Buyer Tax Credit. I hope it helps. This credit is effective for homes purchased between December 1, 2009 and April 30, 2010. If you have additional questions please feel free to contact me. - How much can I get? The Credit is for 10% of the purchase price up to $8000 for First Time Home Buyers and $6500 for People who have previously owned a home. So, for example First Time Buyers if you buy a $70,000 home you may be eligible for a $7000 tax credit.
- Do I have to be a First Time Home Buyer? No, Trade in or Move up Buyers get the benefit this time too.

- How does it work for people who already owned homes? If you have owned your home and it has been your main residence for 5 of the last 8 years, then you are eligible for up to a $6500 tax credit.
- When does the credit expire? Both the $8,000 first-time home buyer tax credit as well as the $6,500 tax credit for “move-up” buyers would sunset (or end) on April 30, 2010.
- What if I am under contract but I haven't closed on the property by April 30, 2010? Individuals who have contracts as of April 30, 2010, would still qualify for the credit so long as they complete the transaction within 60 days, ny June 30, 2010.

- What are the income limits? $125,000 for an individual, $225,000 for a married couple for both credits.
- Is there a limit on the cost of the home I purchase? The cost of the home being purchased may not exceed $800,000 in order to be eligible for the credit. (Feel free to still purchase those homes, you just won’t get the home buyer tax credit for it.)
- When can I make the claim? For purchases made in 2010, taxpayers would be able to claim the tax credit on their 2009 income tax return.

- Do I have to repay it? Home buyers would not have to repay the credit, provided the home remains their principal residence for 36 months (3 years) after the purchase date. However, this recapture provision would not apply in the case of a member of the Armed Forces, military intelligence or Foreign Service who is on qualified official extended duty.
- If I am in the military and deployed overseas, how do I take advantage of this tax credit? First of all, thank you to our military. We appreciate you! Members of the military who have been deployed overseas for 90 days or more in 2008 or 2009 would have until April 30, 2011 to claim the home buyer tax credit.
- How is fraud going to be prevented? The amendment also includes anti-fraud language that gives the IRS the authority to do greater oversight during the processing of the return rather than waiting for an audit situation. The amendment requires the taxpayer claiming the credit to be 18 or older, and requires a HUD-1 settlement statement to be attached when claiming the credit.

There is yet another Down Payment Assistance program in GA that many people are not aware of. It's the USDA's Guaranteed Loan Program and offers 100% financing in rural development areas. Before you dismiss rural development, check it out. It's not necessarily out in the "sticks" and not that far from metro Atlanta, GA. The Housing and Community Facilities Programs guarantees loans made by private sector lenders. (A loan guarantee through HCFP means that, should the individual borrower default on the loan, HCFP will pay the private lender for the loan.) The individual works with the private lender and makes his or her payments to that lender. Contact me for a recommended lender. I have a client that has excellent credit, a 788 credit score and a good paying job. Due to an injury, he was out on disability from his job for a couple of months and depleted a lot of his savings. He wants to buy a home, but didn't have the money to put down. I suggested we look at HUD homes where the buyer only needs to put $100 down, instead of the typical 3.5% minimum. (Buyers still need to come up with closing costs and money for appraisal and inspections.) There wasn't a lot of HUD owned foreclosures in the area he was looking. So, I thought about the USDA program. The US Department of Agriculture has a Rural Development program where home buyers can get 100% financing. He is now buying a home in Auburn GA in Barrow County. (That's not an area I normally work, but he was a referral from a friend. I don't usually turn down referrals.) It's less than an hour from downtown Atlanta, GA. Ridgeland Park in Decatur GA is a mix of older and newer homes. This neighborhood is unique in that part of it lies within the City Limits of Decatur and some of it is outside in unincorporated DeKalb County. The streets include Willow Lane, Pensdale Road, Eastland Drive, Greylock Place, part of Scott Blvd and part of Medlock Rd. Some of the older homes in Ridgeland Park were built in the late 1940's. One of the neighbors is an original owner who initially bought his home for $13,000 in 1949. If you were to go into the older homes, you might recognize some similarities from the original floor plans, many of which have been changed and added on to over the years. This friendly Decatur, GA neighborhood has many of the original brick bungalows with hardwood floors and the living room picture window. Mixed in you'll see the new construction, often done in a craftsman style with hardi-plank siding and cedar shake details. Ridgeland Park is appealing to so many people because of it's close proximity to Emory University, Agnes Scott College, the CDC and downtown Decatur, GA. On May 11, 2009 Governor Sonny Perdue signed House Bill 261 creating a Georgia Income Tax Credit for the purchase of a home. - Credit is limited to eligible purchases made between June 1, 2009 and November 30, 2009.
- The credit created by HB 261 can be claimed one time per taxpayer and is completely independent of the federal first time home buyer tax credit.
- Maximum benefit of the tax credit is $1,800 or 1.2 % of the purchase price (whichever is less) spread over three years.
- This is not for first time home buyers only.
- This is for investors as well as owner occupied homes.
Home Buyers now have the opportunity to enjoy benefits of both a state $1,800 and a federal $8,000 home buyer tax credit. HUD (U.S. Department of Housing and Urban Development) has a program where you can buy a HUD owned home for just $100 down!
Here are the requirements: -
It must be an owner occupied home. This is not a program for investors.
- The home must be purchased with FHA financing.
- This loan incentive is also available to owner occupant purchasers who obtain a FHA Home Repair loan. (203K Loan)
- Homes must be purchased through a HUD registered real estate agent. (that's me!)
- You do not need to be a first time Home Buyer.
The great thing about HUD owned homes is that they have already been inspected and the reports are viewable online before you even go to look at the home. There is also an estimate of repairs. That is not saying that you shouldn't do your own inspection, but this gives you a "heads up". Even though only $100 is required down as opposed to the traditional minimum of 3.5%, Home Buyers will still need money for inspections, closing, insurance etc. and should have money set aside for an emergency fund.
